Meter maids- Foe or Foe?

I do believe that I understand the need for meter maids. They maintain the status quo so that people aren't parking anywhere they want to, while at the same time making revenue for city and state.
What I don't understand why they are such sons of bitches about it though. They literally will ticket you for a being slightly outside the line, parked anywhere that you haven't paid for minutes after you've parked and will ticket you, as I found out this weekend, when someone is sitting in the car waiting for you.
The other subject for this post that might of fit would have been "When a Job Takes your Humanity". I mean come on, why is it so necessary to make life so difficult:
- on the meter maid by giving them quotas
- why does the meter maid have to make life difficult by handing out citations recklessly
- Above all: Why in this poor economy does the local government have to punish citizens who are already struggling?
- I admire our up and coming president and would hope that maybe he notices the horshit that states like California, who have to put a tax and penalty on everything. Granted, the guy has a pretty big plate of food on the table at the moment to eat.
